FORS MARSH GROUP WINS CONTRACT WITH THE ELECTION ASSISTANCE COMMISSION TO IMPROVE ELECTIONS

Fors Marsh Group (FMG) has won a competitive multi-year agreement from the United States Election Assistance Commission (EAC). Under this contract award, FMG will assist the Election Assistance Commission to improve election administration and voter experiences across the United States. FMG will apply its expertise in developing and fielding national surveys, as well as leveraging innovative solutions, to reach hard-to-reach stakeholders. This work will support the 2018 and 2020 iterations of the Election Administration and Voting Survey (EAVS)—the most comprehensive survey about election administration in the United States—and the Election Administration Policy Survey.

“We are proud to continue our partnership with the EAC and continue this critical work that improves the election process and how state and local election officials administer federal elections,” said Dr. Brian Griepentrog, Senior Vice President, Research, at FMG. “FMG’s policy experience and program evaluation expertise positions us well to fully support the administration, compilation, and reporting of the EAVS and to develop new materials that better serve those who use the EAVS data.”

The findings from the EAVS data play a vital role in administering elections. The data are used to identify changing voter needs and to identify resources required to improve election administration and voter experiences. This survey enables the EAC to investigate the details of the election process and produce a generalizable understanding of how elections work and the management challenges faced in election administration.

In 2016, the EAC, with FMG’s support, improved the EAVS in three ways: (1) by increasing data quality, accuracy, and completeness; (2) by streamlining the data collection process and improving customer service to make it easier for election officials to submit data; and (3) by making data more meaningful and easier to use by election officials, government agencies, academics, and other groups interested in election administration. Under this new BPA contract, FMG will improve data collection tools, trainings, and instruction, and will develop new materials to better serve those who use EAVS data.
